Josh Smith is a Captain/Paramedic with Richland Fire & Emergency Services (RF&ES) located in southeast Washington State. In addition to his role as an advisory board member for ACR, he also serves on the Program Advisory Committee for Heart Safe Communities through the Citizen CPR Foundation.

A 28 year veteran of the Naperville Fire Department in Illinois, Billy has dedicated his life to public service. Billy also serves on the ACR Advisory Board helping other agencies improve neurological survival from cardiac arrest.

Joe Powel
Joe is a retired EMS Chief from Rialto Fire Department in California with over 40 years in the fire service and is also the founder of Advanced Cardiac Resuscitation. Joe also sits on the ACR advisory Board as the chairman. Joe believes nothing trumps compressions, nothing! Joe's goal for our industry is to get to 50.1% neurological survival from cardiac arrest by 2030.
